This bill essentially does two things: a) it only permits class actions that involve property loss or personal injuries (meaning it does NOT permit class actions involving constitutional rights, privacy rights, the rights of the disabled, etc.); and b) it provides that class actions can only go forward if each person’s injuries or property losses are of the same sort and to the same extent (meaning no wage theft, securities or antitrust cases, for example, where the quantum of damages differs from person to person).
